Who gets care; who should get care? Essentially these are the questions care services minister Ivan Lewis has asked the Commission for Social Care Inspection (CSCI) to address in the review of local authority eligibility criteria which he commissioned in the wake of the January publication of the annual “State of Social Care” report. Though few people are so indelicate as to use the word rationing, a process no politician likes to acknowledge, it’s obvious that that is what’s going on.
